Listmonk and Twilio Email: self-hosted newsletter delivery
Listmonk is free, open-source software for managing mailing lists, templates and campaign analytics on your own server, with delivery handled by a separate email service such as Twilio Email. The Sideperk newsletter is produced this way.
Free self-hosted software; delivery billed separately
I use Listmonk to prepare The Side Piece and manage its mailing list, with Twilio Email handling delivery. That has included a reusable email template, a first edition of useful listings and a delivery check in a real inbox.
What makes it different?
The AGPLv3 server handles lists, templates, campaign analytics and transactional mail from one binary hosted yourself; there is no official hosted edition.

Who it is for
Self-hosted newsletter and mailing-list management.
Who can claim it?
Running Listmonk needs a server and a domain of your own, with sending through an SMTP provider or email API. Twilio Email is a paid delivery service used alongside it.
What the free software includes, and what costs extra
The software is free; the running cost is the server and the delivery route. Deliverability and support depend on that setup rather than a managed service.
Billing and renewal
No recurring charge for the software itself; the delivery provider bills separately for email volume.
